The brightness of an LED varies depending on its chip type, packaging method, and other factors, and there is no standard measure of its output globally. The light output of an LED is typically measured in (MCD) candles, which is determined by the height of a light point on the axis. However, it's important to note that a high intensity value doesn't necessarily indicate high brightness- its light angle also factors in. An LED's viewing angle is determined by its chip type and how its epoxy housing splits or scatters light. LEDs with different chips and packages will have different brightness values. If two LEDs have the same brightness value, the larger the viewing angle, the greater the light output will be.
